Artist Richard Haas, born in Spring Green, WI and now based in NYC, is best known for his trompe l’oeil murals, including this one on Central Parkway at Vine St. in downtown Cincinnati.
The mural is based on Cincinnatus, the city’s namesake. It spans the side of a tall building [note the unpainted area on the left, whose windows and architectural ornament form the basis for the right side of the mural]:

Haas has executed similar exterior murals elsewhere, in addition to other works of art.
