This new ArtWorks mural was designed by illustrator C.F. Payne and executed by a team of teen apprentices under the care of lead artist Jenny Ustick. It includes figures from public television, entertainment, and the performing arts, as well as some Cincinnatians [including Mr. Redlegs].
Apparently the singing cop is actually on the neighborhood beat that includes Music Hall:

Jenny Ustick has designed and painted three ArtWorks murals in Cincinnati: Over-the-Rhine: Into Its Renaissance on Vine St., Wilkommen to Clifton Heights on Wheeler St., and also All You Can Imagine is Real on Carll St. in North Fairmount.
Mr Redlegs always looks baked, I see they captured that perfectly in this mural.
Chill out, bro… I think Mr. Redlegs is a Lebowski-type character, just mellow and happy.
